Regular entry requirements
According to the law of Ukraine "On Border Control", foreigners and stateless persons can enter Ukraine only when they have following documents:

1) valid foreign passport;

2) NO decision to ban entry to Ukraine, adopted by the central executive body;

3) an appropriate visa (for citizens of the countries which have visa regime of entering)

4) confirmation of the visit purpose

5) proof of financial means for the planned stay and depature from Ukraine

6) additional document for crossing the state border of Ukraine by foreigners and stateless persons during quarantine


Today, foreigners and stateless persons are allowed to enter Ukraine only when they have a health insurance, purchased from a company registered in Ukraine or a foreign company that has a representative office or an insurance partner in Ukraine. The insurance has to cover costs associated with the treatment of COVID-19, observation, and it has to be valid for the period of stay in Ukraine.

Otherwise authorized officials of the State Border Guard Service of Ukraine have the right to refuse the state border crossing.


*This insurance is not obligatory for citizens of Ukraine, as well as foreigners and stateless persons permanently residing in Ukraine, as well as persons recognized as refugees and persons in need of additional protection.

CROSSING THE STATE BORDER OF UKRAINE BY FOREIGNERS AND PERSONS WITHOUT CITIZENSHIP DURING QUARANTINE

At the moment the countries of the world are divided into two categories: green list and red list. The Cabinet of Ministers of Ukraine made changes to the Resolution No. 641 of July 22, 2020 (Full text of the judgment), which changed the criteria for determining the countries of the red zone, in particular, the indicators of the number of active patients in 100,000 of the population were changed from 40 to 55.   1. What documents do a foreigner need to enter Ukraine?

According to the Law of Ukraine «About border control, authorized officials of the State Border Service of Ukraine provide a foreigner, stateless person with permission to cross the state border in case of entry into Ukraine, provided:

1) he has a valid passport document;

2) the absence of a decision by the authorized state body of Ukraine on the prohibition of entry into Ukraine;

3) if he has an entry visa, unless otherwise provided by the legislation of Ukraine;

4) confirmation of the purpose of the planned stay;

5) the presence of sufficient financial support for the period of the planned stay and for returning to the state of origin or transit to a third state, or the possibility for him to obtain sufficient financial support in a legal way on the territory of Ukraine - for a citizen of a state included in the list of states approved by the Cabinet of Ministers of Ukraine, and stateless persons permanently residing in a State included in this list.

  1. Additional document for crossing the state border of Ukraine by foreigners and stateless persons during quarantine

Today, foreigners and stateless persons are allowed to enter Ukraine, subject to the availability of a policy (certificate, certificate) of insurance issued by an insurance company registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or contractual with an insurance company partner in the territory Ukraine (assistance) and covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.

In the absence of such a policy (certificate, certificate), authorized officials of the State Border Service of Ukraine have the right to refuse to cross the state border to a foreigner.

This policy (certificate, certificate) is NOT required for citizens of Ukraine, as well as foreigners and stateless persons permanently residing in the territory of Ukraine, as well as persons recognized as refugees and persons in need of additional protection.

  1. Responsibility for exceeding the terms of stay by foreigners and stateless persons in Ukraine due to quarantine

 The Law of Ukraine On Amendments to Certain Legislative Acts of Ukraine Aimed at Preventing the Emergence and Spread of Coronavirus Disease (COVID-19) dated March 17, 2020 No. 530-IX, it is provided that in connection with the introduction of quarantine for foreigners and stateless persons who could not leave Ukraine or could not apply to the territorial bodies / divisions of the State Migration Service of Ukraine with an application to extend the period of stay for on the territory of Ukraine and / or on the exchange of a residence permit / residence permit in connection with the introduction of quarantine, administrative liability is not applied for violation of the legislation on the legal status of foreigners and stateless persons, if such violations occurred during or as a result of the establishment of quarantine. Administrative influence in respect of such persons, it will not be applied during quarantine and within 30 days from the date of its cancellation.

Please note that these norms apply exclusively to foreigners and stateless persons; as of the beginning of quarantine measures, they are legally in Ukraine.

Crossing the border by vehicle (car)

When entering the territory of Ukraine, the owner of a vehicle registered in another country is obliged to have a certificate of international automobile insurance "Green Card" or an internal civil liability insurance contract for the entire period the vehicle would stay on the territory of Ukraine.

Non-residents of Ukraine have the right to take their vehicle with them for personal usage for the term less than 1 year. In this case you don't need to complete a customs declaration form. In Ukraine you can only use the vehicle by yourself (if you have brought it into the country). The car can't be used for commercial purposes, dismantled, sold or be rented by other persons. If you want to perform any of these actions, you have to register the vehicle in Ukraine and pay the appropriate customs tax.

If you take a privat car to Ukraine in order to transit the country, you may be asked to complete a customs declaration form and pay a deposit. You have to move vehicle out of Ukraine within the required timeframe, or place it into the customs regime of the State.

In case of travel outside of the country to the member countries of the international car insurance system "Green Card" on the own vehicle registered in Ukraine, the owner of such a vehicle must have a valid international insurance contract, certified by the corresponding unified insurance certificate "Green Card". On its basis, the insurer that issued the certificate will provide compensation for damage caused by a citizen of Ukraine to third parties as a result of a road traffic accident that occurred through his fault during the validity of the specified certificate.

The compensation payment to victims of road traffic accidents is carried out under the conditions determined by the legislation on compulsory civil liability insurance of the country in which the road accident occurred.

If your car breaks down and can't be fixed, you should let the Customs Service know about this fact and prove that it can't be repaired. After that you may dispose the car through the official channels of the Customs Service.

ALGORITHM OF TERMINATION OF SELF-INSULATION FOR PERSONS WHO CROSS THE STATE BORDER

· Early termination of self-isolation in connection with crossing the state border or points in the temporarily occupied territories of Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol during the last 14 days is possible:

· only for persons who are on self-isolation in connection with crossing the state border and checkpoints of entry-exit (CPVV) within the last 14 days;

· only on the basis of a negative result of a PCR study carried out in order to end self-isolation after crossing the border and the checkpoint;

· only based on the results of laboratory research from the list below.

That is, a person must submit his biological material for a PCR study by a laboratory according to the list, having previously filled out an information consent for data processing. In the form, it is necessary to indicate the fact of crossing the border, if it happened within the last 14 days, the exact date of arrival on the territory of Ukraine.

 

At the Public Health Center of the Ministry of Health of Ukraine, there is a line for consulting laboratory specialists, they are diagnosed with COVID-19 to stop self-isolation: 044 294 64 99 The line works from Monday to Friday from 9:00 to 18:00, a break from 13:00 to 14:00.


For the period of the quarantine, it is prohibited to cross the border to foreigners, stateless persons (except for persons permanently residing in the territory of Ukraine, recognized as refugees or persons in need of additional protection) without a policy (certificate, certificate), insurance of costs associated with the treatment of COVID-19 and observation. Treatment and observation are paid by the insurer in accordance with the policy (certificate, certificate) of insurance of expenses, or by such persons independently.

The Minister of Health has recently stated that the weekend quarantine will not be extended in the future - at least the Ministry of Health will not recommend it.

The government has extended adaptive quarantine in Ukraine until December 31st. Regions will indicate the green, yellow, orange or red level of danger of Covid-19 spread, depending on the epidemic situation. Automated software based on algorithms and data will mark regions. The National Commission for Energy and Emergency Situations will approve the data.

Volodymyr Zelenskyy signed a law on administrative responsibility for staying in public institutions and transport without protective equipment on November 19, 2020

The President of Ukraine Volodymyr Zelensky have signed the Law “On Amendments to the Code of Ukraine on Administrative Offenses to Prevent the Spread of Coronavirus Disease (COVID-19)” № 1000-IX, which was adopted by the Verkhovna Rada on November 6, 2020


Article 44-3 of the Code of Ukraine on Administrative Offenses provides punishment for people staying in public buildings and on public transport during the quarantine without face masks, respirators or protective masks that cover the nose and mouth, including homemade masks, in the form of a fine from 10 to 15 non-taxable minimum incomes of citizens (from UAH 170 ($6) to UAH 255 ($9)).


The law is aimed at the prevention of the spread of acute respiratory disease COVID-2019 caused by the coronavirus SARS-CoV-2 among the population of Ukraine. The document will help increase the social responsibility of citizens and protect their health and life, as well as reduce the number of cases of coronavirus disease, which will help prevent the uncontrolled increase in the number of patients with COVID-19 and the overload of medical institutions.

The Law "On Amendments to the Code of Ukraine on administrative offenses to prevent the spread of coronavirus disease (COVID-19)"

The Verkhovna Rada, Ukraine's parliament, has passed a law imposing a fine for the refusal to wear a face covering on public transport and in public buildings.

The law is aimed at the prevention of the spread of acute respiratory disease COVID-2019 caused by the coronavirus SARS-CoV-2 among the population of Ukraine.

Article 44-3 of the Code of Ukraine on Administrative Offenses provides punishment for people staying in public buildings and on public transport during the quarantine without face masks, respirators or protective masks that cover the nose and mouth, including homemade masks, in the form of a fine from 10 to 15 non-taxable minimum incomes of citizens (from UAH 170 ($6) to UAH 255 ($9)).

The offenders also face on-the-spot fines that can be paid via a payment terminal.

The draft law is registered under No. 3891.


The Government of Ukraine is preparing to adopt Resolution № 641, which banned foreigners from entering Ukraine during pandemic, except for the categories of exceptions

According to the draft decision, entry will be allowed if you have an insurance policy that includes cases related to Covid-19.

This is stated in the draft decision, which is available to "European Truth". The document is planned to be approved according to the procedure that allows to make government decisions on days when there is no full-fledged government meeting. According to the draft, the complete ban on the entry for the foreigners will be excluded from the resolution. Instead, a new paragraph is added to Article 10. "On the territory of Ukraine for the period of quarantine" So that means that prohibited is:

4) the crossing of the state border by foreigners and stateless persons (except foreigners, stateless persons permanently residing in Ukraine and persons recognized as refugees, or persons in need of additional protection, employees of diplomatic missions and consular posts of foreign states, missions official international missions, organizations accredited in Ukraine, and members of their families, servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program participating in the training of units of the Armed Forces), without an existing insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with a partner insurance company in Ukraine (assistance) and covering costs, associated with COVID-19 treatment, observation, and valid for a period of stay in Ukraine.

5) crossing checkpoints of entry into the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol and departure from them by foreigners and stateless persons without an existing insurance policy (certificate) issued by an insurance company registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner in the country (assistance), and covers the costs associated with the treatment of COVID-19, and is valid for the period of stay in Ukraine.

The procedure for self-isolation in case of receiving a negative PCR test for foreigners who "came from the state or are citizens of states with a high prevalence of COVID-19" is set identical to that for Ukrainians who came from such states. An exception is set for certain categories of foreigners, such as diplomats, NATO instructors, etc.

 

We are reminding you, that earlier the spokesman of the State Border Guard Service confirmed that the general ban on entry for the foreigners from today is de facto expired.


COVID-19 test available at three airports in Ukraine

At the following airports - in Lviv, Kharkiv, Odessa cities - you can take the COVID-19 test immediately upon arrival. Modern laboratories have started working there.
At the Danylo Halytsky International Airport in Lviv, coronavirus testing is performed by the Unilab laboratory. You can take the PCR test immediately upon arrival. The results should be ready within a day, they will be transferred to the Public Health Center, which, in turn, will redirect them to the "Dii Vdoma" application.
Not only passengers arriving from the countries of the "red zone" can pass the test for coronavirus, but also passengers who are preparing to fly from the airport "Lviv".
You can only pay for PCR testing in cash. In a special form you will need to indicate the data, signature and phone number registered in the application "Dii Vdoma".

From July 18, the laboratory of the MTM Medical Center opened at Kharkiv Airport. The pick-up point is located on the ground floor of Terminal A and works on a schedule adapted for flights from the "red zone" countries. The price of the service is UAH 1,800 in the period from 08:00 to 21:59 and UAH 2,100 in the period from 22:00 to 07:59. You can pay both in cash and by card.
In case of a negative test, passengers will be able to complete the isolation ahead of schedule according to the following algorithm:

  • within 24 hours after taking the tests, the laboratory enters the test result into the electronic system of the Public Health Center;
  • data entered by the laboratory is automatically synchronized with the app "Dii Vdoma";
  • the app "Dii Vdoma" informs the passenger about the possibility of termination of self-isolation

According to the same scheme, you can take a test for Covid-19 at the airport in Odessa.
The laboratory started working there on July 21. Depending on the time of delivery of the analysis, the results will be known in 24-48 hours.
The mobile collection point is located in a separate room of the medical center on the ground floor of the terminal. It will operate during international flights and flights from Boryspil Airport.


Country-specific information about zoning in Ukraine.

Restrictions act locally, while Ukraine is divided into four "colour zones" – green, yellow, orange and red - depending on the number and growth rate of new COVID-19 cases, hospital capacity and testing rates.

Yellow, orange, or red color indicator for epidemic hazards are determined for a region with a high prevalence of COVID-19, where at least one of the following signs appears:

1. Bed occupancy rate in healthcare facilities for patients with a confirmed COVID-19 cases are more than

yellow - 50% for five consecutive days;

orange - from 50% to 75% of beds are occupied;

red - 75% and more beds are occupied.


2. The average number of polymerase chain reaction tests and enzyme-linked immunosorbent tests is less than 24 per 100,000 population in the last seven days: orange - less than 24 tests per 100,000 population per day for five consecutive days.


3. The incidence rate of COVID-19 in 14 days exceeds the baseline (40 new cases per 100,000 population): green - the incidence of COVID-19 is less than the baseline


If an orange or red level of epidemic danger is determined for the cities of the region, inhabited by 75% or more of the total region population, the same level will be determined determined for the whole region.


In "green zones" social distancing and mask-wearing regulations still works, and mass events are limited. In red zones, public transport is suspended, as is the work of most non-essential facilities. The zones can be updated on a daily basis – the government and local authorities have indicated that they may enact local lockdowns at short notice – and enforcement or relaxation of new rules may not happen immediately. A red level of epidemic danger has been introduced in Ivano-Frankivsk and Zhytomyr region.

The State Commission on Technogenic and Environmental Safety and Emergencies, a red level of epidemic danger will be introduced in Ivano-Frankivsk region from 00:00 on February 26, 2021.

At the same time, according to the data released by the Ministry of Health on February 23, Chernivtsi and Ivano-Frankivsk regions could appear in the "red" zone of epidemic danger.

The "orange" zone should include Vinnytsia, Donetsk, Zhytomyr, Transcarpathian, Zaporizhia, Lugansk and Ternopil regions, where there is an excess in one indicator.

The "yellow" zone will operate on the territory of other regions.

On February 24, Ukraine returns to adaptive quarantine. On the territory of the country, there will still be four levels of epidemiological danger: "green", "yellow", "orange" and "red".

"Green" will be set at two readings. The first is when the incidence of influenza and ARVI in at least 13 regions does not exceed 50% of the epidemiological threshold. The second is when the rate of detected cases of coronavirus is less than 5%.

"Yellow" is the baseline for the entire country. These are the restrictions that were introduced after the January lockdown and are in effect now, but with relief. In particular, it will be possible to hold mass events with 4 square meters allocated for one person (previously - 5). It will also be possible to visit educational institutions in groups of more than 20 people. Cafes, bars, restaurants will be able to work up to 24 hours (now - until 23 hours).

"Orange" - there are no additional restrictions, but this level, like a traffic light, signals that the region is approaching the "red" level.

- the same applies to the crossing of entry / exit checkpoints from the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea by foreigners and stateless persons;

- to hold mass (cultural, sports, entertainment, etc.) events with the participation of more than one person per 4 square meters of building or territory (if the event is held outdoors) or the number of halls over 50% of seats in each room;

- to hold official sports events and matches of team game sports with spectators with a fullness of buildings, premises with spectators more than 50% of seats and at a physical distance of less than 1.5 meters in the case of an event with standing persons;

- to receive visitors in cinemas, other cultural institutions with the fullness of cinemas or halls more than 50% of places (accommodation is carried out in accordance with the checkerboard arrangement, in particular for groups of two people) in each cinema or hall;

- to carry out regular and irregular transportation of passengers in urban, suburban, long-distance, intra-regional and inter-regional communication in the number of more than the number of seats; work of discos, entertainment establishments (night clubs), restaurants, cafes, bars, etc. with the organization of leisure, including carrying out of celebratory actions, banquets, master classes, public events, etc;

- for restaurants, cafes, bars, snack bars, canteens, cafeterias, cafeterias, etc., is prohibited to work after 24:00 and before 7:00 in addition to the provision of catering services with the implementation of targeted delivery and takeaway orders;

4) centralized collection of used personal protective equipment in separate containers (urns) is not provided;

- the work of institutions providing accommodation services (except for hotels, sanatoriums, institutions and institutions providing social services, rehabilitation institutions);

- to visit educational institutions when more than 50% of students and staff of the institution are in self-isolation due to contact with a patient with a confirmed case of COVID-19;

- to hold mass events in educational institutions with the participation of students from more than one group (class) and in the presence of spectators (visitors);

- to carry out planned hospitalization measures by health care institutions (except for the provision of medical care to pregnant women, parturients, parturients, newborns; patients with oncological and pulmonary diseases; palliative patients; patients in need of highly specialized medical care; and those whose hospitalization may life or health);

- the activities of gyms, fitness centers, which do not provide the opportunity to limit the number of visitors in the hall (one person per 10 square meters of total area, for swimming pools - more than 4 people on one track for individual lessons or 6 people for sports and training groups );

- to visit places of temporary detention of persons, points of temporary stay of foreigners and stateless persons who are illegally staying in Ukraine, and points of temporary accommodation of refugees (except for the defenders of these persons);

- to visit the institutions of social protection for the elderly, war and labor veterans, persons with disabilities, etc;

- to provide convicts with permits for short-term trips outside penitentiary institutions.


Quarantine restrictions apply throughout Ukraine, which correspond to the "yellow" level of epidemic danger, and will last from February 24 to April 30, 2021.

RELIGIOUS SECURITY IN TEMPORARILY OCCUPIED TERRITORIES: STRATEGIES AND SOLUTIONS FOR THE EASTERN PARTNERSHIP COUNTRIES.

In this study a policy in the field of religion in the temporarily occupied territories of Ukraine compared to the “frozen conflicts” in Georgia and Moldova is monitored. The authors concentrate on the analysis of religious situation in the temporarily occupied territories of Ukraine, Georgia and Moldova, outline some global challenges for religious security with focus on the Eastern Partnership countries, shed light on the context of relevant religious situations before the conflicts. The issue of the legal background of activities of religious organizations in the temporarily occupied territories is also considered, the assessments of the international community are analyzed, and tailor-made recommendations for public authorities are offered.


The study is addressed to civil servants, local government officials, human rights and religious organizations, academic and expert community, as well as other interested parties.


The Ministry of Internal Affairs promises to send "letters of happiness" to the Europlates’ owners.

The owners of cars with foreign registration will now start to receive speeding tickets.


"The automatic recording system of traffic rules violations has just begun to register violations of traffic rules committed by car owners on foreign registration plates," the Ministry of Internal Affairs of Ukraine said.


Such a statement means that the legal car owner, or the person who imported the car to Ukraine will receive the ticket.


"Europlates" were usually imported into Ukraine by citizens of other countries (so-called "camels"). They drove cars into Ukraine and then went back to their country. Now it appears that they shall receive speeding tickets, not the drivers who actually violated.


How does it work?

1. When a car with foreign registration numbers (Europlate) is entering Ukraine, the border guard fills the car number, name and passport data of the person behind the wheel into the database.

2. Next, if the driver of this car exceeds the speed, the system automatically finds the data of the person who was behind the wheel when passing through customs, picking the data from the SBGS database.

3. Resolutions on the traffic rules violation are sent to border guards by the police officers.

4. Border guards fix the fact of traffic violations during stay in Ukraine and inform the driver at the departure point from Ukraine, offering him to pay the ticket.

5. If a foreign driver refuses to pay the ticket, he will be banned from entering Ukraine.

6. If the owner of the car with foreign license plates is a citizen of Ukraine, and he refuses to pay the fine, his documents shall be sent to the state executive service for forfeiture of property or bank accounts, according to the general procedure.
