The Cabinet of Ministers of Ukraine amended the Rules for Crossing the State Border by Citizens of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine of January 27, 1995 № 57 (hereinafter - the Rules).

In order to implement the measures of martial law, the departure of Ukrainian citizens of Ukraine aged 18 to 60 is restricted. However, such a ban is not absolute.

Yes, male citizens of Ukraine aged 18 to 60 can go abroad:

1. Recognized as unfit for military service in accordance with the established procedure due to health condition with exclusion from military registration (temporary conscript certificate or military card with mark, extract from the order on discharge from military service and exclusion from the lists of personnel);

2. Permanently residing abroad (mark of the migration service in the passport document "Permanent residence in" _ "/ stamp" Departure for permanent residence "or mark of the diplomatic mission of Ukraine in the passport document" Permanent residence "_" / "Accepted for consular registration");

3. Are applicants for professional higher and higher education abroad; student card or student visa; translated and notarized documents on enrollment / training of a person in a foreign university; military registration documents with a record of deferment of conscription (call for mobilization), certificate territorial center of recruitment and social support for travel abroad for applicants for professional higher and higher education, trainee assistants, graduate students and doctoral students studying abroad in full-time or dual forms of education);

4. Who are the authorized representatives of the monitoring group established in accordance with the order of the Ministry of Social Policy, and follow to monitor the conditions of children’s stay outside Ukraine;

5. Are persons with disabilities (regardless of the group) (if one of the following documents confirming the disability: certificates to the act of examination by the medical and social expert commission (form of primary accounting documentation № 157-1 / o); certificate confirming the relevant status; pension certificate or a certificate confirming the appointment of social assistance in accordance with the Laws of Ukraine "On State Social Assistance to Persons with Disabilities from Childhood and Children with Disabilities", "On State Social Assistance to Persons Not Eligible for Pensions and Persons with Disabilities", which indicate the group and cause of disability, certificates for benefits to persons with disabilities who are not entitled to a pension or social assistance, according to the form approved by the Ministry of Social Policy);

6. For support:

1) persons with disabilities of group I or II - accompanied by one or both parents, who are dependent on such a person with disabilities, spouse, adult son / daughter, their spouse / husband (if there are documents proving family ties and disability);

2) persons with disabilities of group I or II or other person in need of permanent care - accompanied by a person who provides permanent care for these categories of persons (if there are documents (certificates, certificates) of compensation (benefits, allowances) ) for care, and in the case of accompanying a person with a disability of group I or II - additional documents proving disability);

3) a person with a disability declared incompetent by a court - accompanied by his guardian (if there is a decision to appoint a guardian over such an incapable person), and if no guardian is appointed to such a person - accompanied by one of the adult family members (if there are documents confirming family ties and disability);

4) persons with disabilities or other persons in need of permanent care who live / stay in institutions of various forms of ownership and subordination and receive social services of care institutions (except for persons with disabilities referred to in paragraphs three to six of this paragraph ), - accompanied by persons, including employees of the care institution, authorized by the director of the care institution / his deputy (in the presence of the order of the director of the care institution or his deputy, on the departure of persons with disabilities or other persons in need of permanent care, outside Ukraine and documents proving disability). In this case, persons with disabilities or other persons in need of permanent care may be accompanied by persons, including employees of the care facility who are not on military or special registration with the Ministry of Defense, SBU or Foreign Intelligence Service, or care facility staff who are on military or special registration with the Ministry of Defense, the Security Service of Ukraine or the Foreign Intelligence Service, at the rate of one person per 50 persons with disabilities and other persons in need of constant care.

5) children with disabilities to leave Ukraine may be carried out by a mother and / or father, guardian, trustee, one or both foster parents, foster parents who provide such support, if there is a certificate confirming the appointment of social assistance in accordance with the Law of Ukraine "On State Social Assistance to Persons with Disabilities from Childhood and Children with Disabilities", which specifies the category "child with disabilities", or a certificate of state social assistance to children with disabilities issued by the structural unit for social protection district, district state administration in Kyiv, executive body of the city council, the territory of the territorial community of which includes the territory of the city of regional significance, district council in the city (in case of its formation) (regardless of who is appointed recipient), or individual rehabilitation program a child with a disability issued by the medical advisory commission o-preventive institution, or medical opinion on a child with a disability under 18 years of age, as well as documents confirming family ties (in the case of support by mother and / or father), or documents confirming the relevant authority of the person accompanies a child with a disability (in the case of accompaniment by a guardian, trustee, one or both foster parents, foster parents). Accompanying children with disabilities to leave Ukraine can also be provided by grandparents, adult brother, sister, stepmother, stepfather, taking into account their belonging to the list of categories of persons discharged from military service and mobilization, if they have the relevant supporting documents and documents confirming family ties.

Accompanying persons may leave Ukraine no more than once from the time of the imposition of a state of emergency or martial law on the territory of Ukraine until its termination or abolition.

7. Departure of children under 16 years of age, accompanied by one of the parents, grandparents, adult brothers, sisters, stepmothers, stepfathers or other persons authorized by one of the parents in a written statement certified by the guardianship authority is carried out. without the notarized consent of the other parent and in the presence of a passport of a citizen of Ukraine or a child’s birth certificate (in the absence of a passport of a citizen of Ukraine) / documents containing personal information on which the State Border Guard Service will allow crossing the state border. In this case, in the event of a state of emergency or martial law in Ukraine, the decision to grant permission to leave Ukraine for a male person accompanying a child under 16 years of age is made taking into account the accompanying person to the list of categories of persons released from military service and mobilization, if it has supporting documents.

📌 Ukrainians can issue insurance policies again. After the cyber attack on the websites of state organizations, the work of the register of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) has been completely restored.

Three European countries, Great Britain, Spain and Serbia, have changed the entry requirements for Ukrainian citizens.
GREAT BRITAIN
Anyone arriving in the UK, regardless of their vaccination status, must submit a negative COVID-19 test (PCR or APD), which is done no more than 48 hours before crossing the UK border.
It is also necessary to do a PCR test for COVID-19 upon arrival within 2 days and to self-isolate until a negative result is obtained.

From October 11, 2021, vaccination certificates issued in Ukraine are recognized in the UK. A full course of vaccination with the following vaccines is recognized:
  • - Oxford / AstraZeneca;
  • - Pfizer BioNTech;
  • - Moderna, Janssen, Sinovac-CoronaVac, Sinopharm Beijing, Covaxin.
Citizens of Ukraine who have a complete vaccination certificate are exempt from the requirement to pass the COVID-19 test on the 8th day. However, the following requirements apply:
  • - provide a negative test result for COVID-19 (PCR test, LAMP, antigen), made no more than 48 hours before crossing the border;
  • - book and pay before arriving in the country for passing the COVID-19 test on the 2nd day of stay in England;
  • - be on self-isolation until a negative PCR test for COVID-19 is obtained;
  • - fill out the online contact information form and the COVID-19 test booking number before arriving in the UK, which must be completed within 2 days of arrival in the country.

In this case, it is necessary to complete the full course of vaccination at least 14 days before arriving in England. It is necessary to have on hand the confirmation of the health authority on completion of the full course of vaccination, which must include information: name and surname; Date of Birth; vaccine manufacturer; date of vaccination for each dose; country or territory where the vaccination certificate was issued.

SPAIN
Starting from February 01, 2022, to enter Spain, it is necessary to present a vaccination certificate issued by the competent authorities of the country of origin 14 days after the date of the last dose of the full course of vaccination, while the period after the date of the last dose should not exceed 27 days ... After that, the certificate should contain information about the presence of a "booster" dose.

In accordance with a special order of the Spanish Ministry of Internal Affairs, which entered into force on November 22, 2021, Ukraine was excluded from the list of countries whose residents are not subject to general restrictions on entry to Spain. Accordingly, starting from November 22, it is allowed to enter Spain from Ukraine to those citizens of Ukraine who have completed a full course of vaccination using a drug recognized by WHO.

Children under 12 years old can enter without a vaccination certificate, accompanied by parents who have a vaccination certificate.

Serbia
From November 17, 2021, Ukrainian citizens will be able to enter Serbia on the basis of de facto mutual recognition of vaccination.

Albania Tightens Entry Conditions

Cars From The Transnistrian Region Of Moldova Without Agreed Or Neutral License Plates Are Prohibited From Entering Ukraine

From September 1, cars from the Transnistrian region of Moldova, which do not have license plates of an agreed or neutral model, will be allowed to participate in international traffic.

According to the order of the Cabinet of Ministers of Ukraine and the note of the Ministry of Foreign Affairs of Ukraine, from September 1, only those vehicles from the Transnistrian region of the Republic of Moldova will be allowed to participate in the international movement. neutral numbers, together with other vehicles registered in accordance with the legislation of the Republic of Moldova.

  • The absence of a medical document with the results of a laboratory test is a reason for refusing a foreigner to enter the Republic of Belarus.
The effect of part 1 of this paragraph does not apply to:
  • persons traveling to the Republic of Belarus from the Kaliningrad region of the Russian Federation by rail without transfers along the route of citizens of the Republic of Belarus, foreigners who have a permanent or temporary residence permit in the Republic of Belarus, citizens of the Russian Federation;
  • persons traveling for vaccination against COVID-19 infection.

TEMPORARY SUSPENSION OF THE CROSSING OF THE STATE BORDER OF THE REPUBLIC OF BELARUS TO EXIT FROM THE REPUBLIC OF BELARUS DOES NOT APPLY TO:
  • persons traveling on diplomatic and service passports, UN passes (travel documents) or EU travel documents, as well as persons who follow them;
  • heads and members of official delegations;
  • crew members of aircraft, inland waterway vessels, train crews, locomotive crews, conductors of freight cars of the international railway service;
  • foreigners who have a permanent or temporary residence permit on the territory of the Republic of Belarus, after arriving in the Republic of Belarus at the end of a business trip to which they were sent by legal entities to private entrepreneurs registered in the Republic of Belarus;
  • persons leaving the territory of the Republic of Belarus in connection with receiving information about a serious illness or death of a close relative (parents, adoptive parents, children, including adopted children, siblings, grandparents, grandchildren), spouses, and also persons accompanying them;
  • persons who carry out transportation of stem cells, organs for transplantation;
  • citizens of the Republic of Belarus who have a residence permit, passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus or other valid document confirming the right to permanent or temporary residence in another state - for departure (not more than once within six months) from the Republic of Belarus to the place of permanent or temporary residence;
  • persons leaving (not more than once in six months) from the territory of the Republic of Belarus for medical care - when providing documents (copies of documents) of the host medical institution or the Ministry of Health of the Republic of Belarus, confirming the purpose of the trip, as well as persons accompanying them;
  • persons who leave (not more than once within six months) from the territory of the Republic of Belarus for employment in another state - when providing documents confirming the fact of employment (employment contract) with a foreign employer or a copy thereof, work permit issued by the authorized organization of the host party);
  • persons who leave (not more than once in six months) from the territory of the Republic of Belarus to receive education in foreign educational institutions - when providing documents (copies of documents) of educational institutions of the Republic of Belarus on sending students to study in a foreign educational organization;
  • foreigners who have a permanent or temporary residence permit on the territory of the Republic of Belarus - for departure (not more often than once within six months) from the territory of the Republic of Belarus to the country of their citizenship;
  • persons arriving in the Republic of Belarus after receiving information about the death of a close relative (parents, adoptive parents, children, including adopted children, siblings, grandparents, grandchildren), spouses and those who are leaving the Republic Belarus, as well as those who accompany them.

Documents confirming the purpose of the trip and drawn up in a foreign language must be translated into one of the official languages of the Republic of Belarus. The accuracy of the translation or the authenticity of the translator’s signature on the translation must be certified by a notary or another person entitled to perform notarial acts.

Citizens of Ukraine may enter the territory of the Slovak Republic on the general conditions in force before the introduction of quarantine restrictions. A list of countries with a high or low epidemiological risk of COVID-19 will be established in Moldova. The list of countries classified as "red" or "green" will be updated weekly (Friday) and will take effect from Monday next week. The list should be published on the official websites of Moldovan government agencies.

Since July 19, Estonia has allowed entry from Ukraine without test and isolation.

Ukraine is included in the list of countries outside the European Union, whose residents are allowed to enter Estonia, including for tourism purposes.

Poland has updated the rules for crossing the border

Poland has introduced a mandatory 10-day quarantine for entry from countries outside the Schengen area, including Ukraine.

The following persons are released from isolation:

  • - who have received a full course of vaccination with a vaccine registered in the EU;
  • - who have evidence of recovery from coronavirus disease;

From midnight on Wednesday, Poland introduces a mandatory 10-day quarantine for travelers arriving from countries outside the Schengen area areas, unless they have been fully vaccinated against coronavirus. This was stated by Deputy Minister of Health of Poland Waldemar Kraska, reports "European Truth" with reference to RMF 24

"From the north, we are resuming a 10-day quarantine for people arriving from outside the Schengen area," Kraska said.

Foreign Ministry recommends refraining from traveling to countries with an outbreak of the strain «Delta»

Turkey Will Again Require PCR Tests From Those Arriving From Ukraine.

Georgia will open land borders on June 1

The Georgian government has decided to open the land borders on June 1. Entry into the country will be allowed in the presence of a negative PCR test for COVID - 19 or a vaccination certificate. This was stated by the Chairman of the Operational Staff of the Interdepartmental Coordination Council of Georgia Georgy Gibradze.

"The land borders will be open from June 1, their crossing will be possible with a document confirming the full course of vaccination and a negative PCR test done no later than 72 hours before entry," Gibradze said.

According to the Deputy Minister of Health - Chief State Sanitary MD Viktor Lyashko, the level of hospitalization in Lviv region for 3 consecutive days exceeds the established rate of 60 people per 100 thousand population and averages 65 people per 100 thousand population.

"The detection rate of infections also exceeds the 20% set by the Cabinet of Ministers. In the region, the number of new cases has increased in 5 times over the last month, and over the last week the incidence has increased by 50% compared to the previous week. The main subjects of the memorandum are cooperation and consolidation of efforts to disseminate information on the order of entry and stay in Ukraine in the context of the coronavirus pandemic COVID-19.


Due to the deterioration of the situation with COVID-19 in Vinnitsa, restrictions of the "red zone" are introduced.

In Vinnitsa, due to the rapid spread of the incidence of COVID-19, from March 13, some restrictions of the "red" zone will begin to operate: it is prohibited to hold mass events, the work of sports and cultural institutions.

According to the press service of the Vinnytsia city council, the corresponding decision was made today at a meeting of the city commission on technogenic and environmental safety and emergencies.


A red level of epidemic danger has been introduced in Ivano-Frankivsk and Zhytomyr region.

At the same time, according to the data released by the Ministry of Health on February 23, Chernivtsi and Ivano-Frankivsk regions could appear in the "red" zone of epidemic danger.

The "orange" zone should include Vinnytsia, Donetsk, Zhytomyr, Transcarpathian, Zaporizhia, Lugansk and Ternopil regions, where there is an excess in one indicator.

The "yellow" zone will operate on the territory of other regions.

On February 24, Ukraine returns to adaptive quarantine. On the territory of the country, there will still be four levels of epidemiological danger: "green", "yellow", "orange" and "red".

"Green" will be set at two readings. The first is when the incidence of influenza and ARVI in at least 13 regions does not exceed 50% of the epidemiological threshold. The second is when the rate of detected cases of coronavirus is less than 5%.

"Yellow" is the baseline for the entire country. These are the restrictions that were introduced after the January lockdown and are in effect now, but with relief. In particular, it will be possible to hold mass events with 4 square meters allocated for one person (previously - 5). It will also be possible to visit educational institutions in groups of more than 20 people. Cafes, bars, restaurants will be able to work up to 24 hours (now - until 23 hours).

"Orange" - there are no additional restrictions, but this level, like a traffic light, signals that the region is approaching the "red" level.

- to stay in public buildings and structures, public transport without respirators or protective masks covering the nose and mouth;

- to stay on the streets without identity documents;

- arbitrarily leave places of self-isolation, observation;

- to cross the state border by foreigners and stateless persons without an existing insurance policy that covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine;

- the same applies to the crossing of entry / exit checkpoints from the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea by foreigners and stateless persons;

- to hold mass (cultural, sports, entertainment, etc.) events with the participation of more than one person per 4 square meters of building or territory (if the event is held outdoors) or the number of halls over 50% of seats in each room;

- to hold official sports events and matches of team game sports with spectators with a fullness of buildings, premises with spectators more than 50% of seats and at a physical distance of less than 1.5 meters in the case of an event with standing persons;

- to receive visitors in cinemas, other cultural institutions with the fullness of cinemas or halls more than 50% of places (accommodation is carried out in accordance with the checkerboard arrangement, in particular for groups of two people) in each cinema or hall;

- to carry out regular and irregular transportation of passengers in urban, suburban, long-distance, intra-regional and inter-regional communication in the number of more than the number of seats; work of discos, entertainment establishments (night clubs), restaurants, cafes, bars, etc. with the organization of leisure, including carrying out of celebratory actions, banquets, master classes, public events, etc;

- for restaurants, cafes, bars, snack bars, canteens, cafeterias, cafeterias, etc., is prohibited to work after 24:00 and before 7:00 in addition to the provision of catering services with the implementation of targeted delivery and takeaway orders;

- to place visitors in catering establishments at a distance of less than 2 meters at adjacent tables and more than four people at one table (excluding children under 18 years of age). Visitors must enter and move around the establishment in masks, in addition to sitting at a table to eat and / or drink;

- the work of business entities that serve visitors, in which:

1) there is no marking for staying in line with the distance between customers not less than 1.5 meters;

2) employees are not provided with masks and proper control over their use is not exercised;

3) customers are served without masks, except for service through delivery windows, terraces, etc;

4) centralized collection of used personal protective equipment in separate containers (urns) is not provided;

- the work of institutions providing accommodation services (except for hotels, sanatoriums, institutions and institutions providing social services, rehabilitation institutions);

- to visit educational institutions when more than 50% of students and staff of the institution are in self-isolation due to contact with a patient with a confirmed case of COVID-19;

- to hold mass events in educational institutions with the participation of students from more than one group (class) and in the presence of spectators (visitors);

- to carry out planned hospitalization measures by health care institutions (except for the provision of medical care to pregnant women, parturients, parturients, newborns; patients with oncological and pulmonary diseases; palliative patients; patients in need of highly specialized medical care; and those whose hospitalization may life or health);

- the activities of gyms, fitness centers, which do not provide the opportunity to limit the number of visitors in the hall (one person per 10 square meters of total area, for swimming pools - more than 4 people on one track for individual lessons or 6 people for sports and training groups );

- to visit places of temporary detention of persons, points of temporary stay of foreigners and stateless persons who are illegally staying in Ukraine, and points of temporary accommodation of refugees (except for the defenders of these persons);

- to visit the institutions of social protection for the elderly, war and labor veterans, persons with disabilities, etc;

- to provide convicts with permits for short-term trips outside penitentiary institutions.

In this study a policy in the field of religion in the temporarily occupied territories of Ukraine compared to the “frozen conflicts” in Georgia and Moldova is monitored. The authors concentrate on the analysis of religious situation in the temporarily occupied territories of Ukraine, Georgia and Moldova, outline some global challenges for religious security with focus on the Eastern Partnership countries, shed light on the context of relevant religious situations before the conflicts. The issue of the legal background of activities of religious organizations in the temporarily occupied territories is also considered, the assessments of the international community are analyzed, and tailor-made recommendations for public authorities are offered.


The study is addressed to civil servants, local government officials, human rights and religious organizations, academic and expert community, as well as other interested parties.


The Ministry of Internal Affairs promises to send "letters of happiness" to the Europlates’ owners.

The owners of cars with foreign registration will now start to receive speeding tickets.


"The automatic recording system of traffic rules violations has just begun to register violations of traffic rules committed by car owners on foreign registration plates," the Ministry of Internal Affairs of Ukraine said.


Such a statement means that the legal car owner, or the person who imported the car to Ukraine will receive the ticket.


"Europlates" were usually imported into Ukraine by citizens of other countries (so-called "camels"). They drove cars into Ukraine and then went back to their country. Now it appears that they shall receive speeding tickets, not the drivers who actually violated.


How does it work?

1. When a car with foreign registration numbers (Europlate) is entering Ukraine, the border guard fills the car number, name and passport data of the person behind the wheel into the database.

2. Next, if the driver of this car exceeds the speed, the system automatically finds the data of the person who was behind the wheel when passing through customs, picking the data from the SBGS database.

3. Resolutions on the traffic rules violation are sent to border guards by the police officers.

4. Border guards fix the fact of traffic violations during stay in Ukraine and inform the driver at the departure point from Ukraine, offering him to pay the ticket.

5. If a foreign driver refuses to pay the ticket, he will be banned from entering Ukraine.

6. If the owner of the car with foreign license plates is a citizen of Ukraine, and he refuses to pay the fine, his documents shall be sent to the state executive service for forfeiture of property or bank accounts, according to the general procedure.
